Under the American Recovery and Reinvestment Act (ARRA), Walters State Community
College, the Walters State Center for Workforce Development and the Smoky
Mountains Area Workforce Development Board (LWIA 2) is receiving a substantial
investment from the federal government to create and save jobs, and aid
individuals affected by the recession. Many of these investments are providing
services through the Tennessee Career Centers and related Youth Services.

The Center for Workforce Development (CWD) supports the workforce and economic development of the 10-county Local Workforce Investment Area 2 (LWIA2). We are committed to improving the lives of all residents of the area. Under the direction of the Area 2 Local Workforce Investment Board, along with the Youth Council and the Consortium of Local Elected Officials, CWD:
Provides vital services at no cost to jobseekers, employers and youth in eight area career centers and the Center for Workforce Education. Since 2000, there have been over 25,000 visits to area career centers each year.
Offers assessments, career guidance and training for eligible applicants that are unable to find jobs with their existing skills. In 2007, over 600 adults and dislocated workers received WIA funding to find jobs and to earn over 450 diplomas, certificates, technical certificates and degrees. X adults, x dislocated workers and 2,100 youth have received longer-term services since 2000.
Continues to expand services to employers, including offering more on-the-job training and publishing an employer newsletter, Workforce Focus. In addition, the staff works with local employers to obtain Incumbent Worker Training Grants from the state.
Strives to steadily improve delivery of services to the current level of exceeding performance standards for providing WIA services. LWIA2 is now exceeding all 17 performance standards.
Worked with our partners in the Tennessee Career Center at Talbott to achieve a Level 1 Award from the Tennessee Center for Performance Excellence
Works cooperatively with our career center partners, local elected officials, workforce agencies and economic development organizations in 10 counties: Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Jefferson, Sevier, and Union. Career center partners include the Tennessee Department of Labor & Workforce Development, Adult Education, Meritan (Senior Services), the Tennessee Department of Human Services, Vocational Rehabilitation and Job Corps.
Partnered with Walters State’s Technical Education Division to obtain a $1.95 million grant from the US Department of Labor to establish the Center for Workforce Education at the college to train students and employees in advanced manufacturing skills.
