Vehicle Registration and Campus Parking Permit


All motor vehicles used on campus must meet registration requirements of the State of Tennessee. Students are no longer required to display a WSCC parking permit but are required to park in designated student parking. Students should avoid parking in restricted areas on campus such as faculty, staff and visitor parking, yellow curbs, disability parking, and fire lanes. Citations are issued for these violations.

 

Parking Violation Fines

The fine for parking citations is $15. In cases where students are appealing the citation(s), the appeal must be made to the office of the vice president for Student Affairs, located in the R. Jack Fishman Library, Room 301, within 10 days after the date of the citation (excluding weekends and holidays).

The fine for parking in areas designated for individuals with disabilities (i.e., wheelchair symbol) will be in accordance with Tennessee State law for disability parking violations. All fines will be paid in the Cashier’s Office, on the Morristown campus, Room U159, Student Services Building. Fines may be paid in the Business Office at other campus locations.

The WSCC Traffic Court, comprised of students, will review and adjudicate all student traffic appeals. Citations appealed before the Traffic Court and not voided by the court must be paid.

 

General Information

  • Any person operating a motor vehicle (any self-propelled vehicle that is capable of exceeding twenty-five (25) miles per hour, is required to obey these rules as a condition of parking or operating a motor vehicle on campus.
  • Operators of motor vehicles on campus property or in the campus area, which includes city streets running through campus, must obey all traffic rules, regulations, postings, and directions of law enforcement, regardless of whether the rule, regulation, posting, or direction is included in these rules, and all applicable traffic rules, regulations, postings or directors.
  • Operating a motor vehicle in any area other than a street or roadway intended for motor vehicles is prohibited.
  • Pedestrians have the right of way at established pedestrian crossings, except where regulated by traffic control lights or police officers.
  • Individuals riding bicycles must comply with all applicable traffic rules, regulations, postings or directions.
  • The institution’s Campus Police department without advanced notice, may tow, boot, or remove to a place of storage at the owners expense any motor vehicle that is parked in a fire lane, designated disabled parking space, spaces reserved or designated motor vehicles, or motor vehicles parked in such a manner as to impede the flow of traffic or disrupt the orderly affairs of the institution. Vehicles properly pared but abandoned on campus for thirty (30) days or longer will be towed at the owner’s expense.
  • The absence of “no parking” signs or painted curbs/lines does not imply that parking is allowed. Parking in designated lots is restricted to marked spaces only. Motor vehicles parked outside of marked spaces are subject to citation and towing, and the owner/operator may be subject to disciplinary or administrative action.
  • Students with outstanding citations may not be permitted to receive grades, transcripts, or diploma.
  • Any student who receives $100.00 or more in traffic and/or parking violations on institutional property during any semester may be subject to disciplinary action in accordance with applicable rules.
  • The institution may revoke parking privileges for repeated and/or deliberate parking or moving violations.
  • The institution shall have no responsibility for theft or damage to any motor vehicle or its contents operated or parked on institutional property.

 

Parking Permits

  • Students are not required to have a parking permit, but must park in student parking at each campus location at all times.
  • Employee vehicles parked on any Walters State campus must properly display a valid WSCC hang tag/parking permit. Employee hang tags are permanent issue until separation or termination of employment.
  • Current academic term parking permits from sister or co-hort institutions will be honored on all campuses.
  • Temporary parking permits are available in the campus police office of each campus location for employees who forget their parking hang tag.
  • Visitors who wish to utilize designated visitor parking are required to display a parking permit: available in the campus police office.
  • WSCC disability parking permits are available from the office of Disability Services, located in Room U130 of the Wade B. McCamey Student Services Building located on the Morristown Campus.
  • Parking permits, if utilized, are issued to persons, not motor vehicles, and are required to be affixed to a motor vehicle. Permit holders are responsible for citations incurred with their permit. Persons will also be held liable for a violation incurred by a motor vehicle without a permit when that motor vehicle is reasonably shown to be associated with the person.
  • The issuance of a parking permit does not guarantee a parking space. The inability to locate a marked parking space does not diminish the responsibility to park in accordance with these rules.

 

Parking Areas

Morristown Campus

  • The institution shall have no responsibility for theft or damage to any motor vehicle or its contents operated or parked on institutional property.
  • The absence of “no parking” signs or painted curbs/lines does not imply that parking is allowed. Parking in designated lots is restricted to marked spaces only. Motor vehicles parked outside of marked parking spaces are subject to citation and towing, and the owner/operator may be subject to disciplinary or administrative action.
  • Students should not park in areas designated for staff, faculty, disabled (without appropriate WSCC permit or state disabled placard/plate), no parking zones and/or yellow curbs, or 24-hour reserved spaces or permit required areas.
  • Parking spaces labeled 24-hour reserved are reserved for administrative staff.
  • Faculty/staff/visitor or permit required parking is indicated by appropriate signage and includes lots B2, B3, B4, D, F1, F2, F3, F4 and G1 on the Morristown campus.
  • Student/open parking is indicated by appropriate signage and includes lots A1, A2, A3, A4, C1, C2, C3, K1, K2, K3, K4, K5, K6, J1, J2, J3, and J4.
  • Students may use faculty/staff/permit required parking lots after 5 p.m. except for lot B4.
  • Any vehicle parked in areas designated for individuals with disabilities must display a valid state disability placard/plate and/or a WSCC disabled hang tag unless the WSCC permit is a temporary issue not exceeding three weeks.
  • Students and employees of sister or cohort institutions and dual enrollment students must follow all campus traffic and parking rules and regulations as well as state laws.
  • Campus police reserves the right to reserve parking areas as necessary for campus or other related events.

 

Morristown Campus

 

Sevier County Campus

  • Students should not park in areas designated for staff, faculty, disabled (without appropriate WSCC or state disabled permit), no parking zones and/or yellow curbs, or permit required areas.
  • Any vehicle parked in areas designated for individuals with disabilities must display a valid state disability parking permit and/or a WSCC disabled hang tag unless the WSCC permit is a temporary issue not exceeding three weeks.
  • Faculty/staff/visitor or permit required parking is indicated by appropriate signage and/or blue curb and is located in lots E, and H.
  • Student parking on the Sevierville campus is indicated by appropriate signage and is located in lots A, B, C, D, F, G and I.
  • Parking lot E is no longer considered open parking.
  • Faculty/staff/visitor or permit required parking is located in lots B and C near the grass at the double drive in front of Maples- Marshall Hall and lot H in front of Cates-Cutshaw Hall.
  • All large vehicles requiring multiple parking spaces and/or vehicles with attached trailers or other extensions must park at the very back of student lot D at all times.
  • Students and employees of sister or cohort institutions and dual enrollment students must follow all campus traffic and parking rules and regulations as well as State laws.
  • Campus Police reserves the right to reserve parking areas as necessary for campus or other related events.

 

Sevier County Campus

 

Niswonger Campus

  • Students should not park in areas designated for staff, faculty, visitors, disabled, no parking zones, or 24 hour reserved spaces.
  • Any vehicle parked in areas designated for individuals with disabilities must display a valid disability parking permit and WSCC disabled hang tag if a student or employee.
  • State issued disability permits must be registered to the driver of the vehicle. Disability permits registered to a disabled family member may not be used for disability parking unless that family member is occupying the vehicle when parked.
  • Student parking is available in the following lots: College Street Parking Lot, Tusculum Blvd. Parking Lot.

 

Niswonger Campus

 

Claiborne County Campus

  • Students should not park in areas designated for staff, faculty, visitors, disabled, no parking zones, or 24 hour reserved spaces.
  • Any vehicle parked in areas designated for individuals with disabilities must display a valid disability parking permit and WSCC disabled hang tag if a student or employee.
  • State issued disability permits must be registered to the driver of the vehicle. Disability permits registered to a disabled family member may not be used for disability parking unless that family member is occupying the vehicle when parked.
  • Faculty/staff/visitor parking is located in lots: A, B, C, and D.
  • Student parking is located in Lots B and D.
  • Parking area for student pick up is in lot A and B.

 

Claiborne County Campus

 

Speed Limits, Enforcement

  • Speed limits on the Morristown campus are radar enforced.
  • Speed limits on all campus streets is 20 mph unless otherwise posted.
  • Speed limits in all campus parking lots is 10 mph.
  • All State of Tennessee Motor Vehicle Laws are applicable on all campuses twenty-four (24) hours a day seven (7) days per week, including holidays and breaks.
  • Campus police officers on all campuses are responsible for enforcement of state and local laws and ordinances as well as college regulations.

 

Automobile Accidents

  • All automobile accidents on all campuses must be reported to the campus police department.
  • The campus police department on duty officer will make a written report.
  • Copies of the accident report may be obtained, at no charge, within 3-5 business days of the accident unless otherwise indicated by the reporting officer.

 

Motor Vehicle Assistance

Campus police assistance is limited to the following:

  • Dead battery - Booster pacs are available for loan in the campus police office at each campus.  Please present a valid identification and complete the required request form.  The identification will be held in the campus police office until the booster pac is returned.   
  • Keys locked in vehicles - Tennessee state law prohibits the unlocking of vehicles by anyone other than a licensed locksmith.  Please ensure that you carry a spare key, or have one that you can retrieve for this purpose.  Otherwise you may contact a local lock smith agency at your own expense to assist you.  Campus police officers are not licensed to unlock vehicles.
  • Flat tires - Due to liability reasons campus police officers cannot change flat tires.  You may contact a local garage or towing company at your own expense to assist you.  
  • Fuel - Due to liability reasons campus police officers cannot transport individuals to get gas even if a gas can is available.  Please ensure that your vehicle is sufficiently fueled prior to coming to campus.

 

Citations

  • Campus police officers may issue citations for violations of these rules, city county ordinances, and/or state laws. Individuals who receive a citation for violations of city or county ordinances and/or state laws must appear in court on the court date listed on the citation or pay the citation fine if appearance in court is not required.
  • Disability parking violation, as defined by State Law (including, but not limited to, unauthorized use of a disabled parking space, ramp, plate, or placard; parking a motor vehicle so that a portion of the motor vehicle encroaches into a disabled parking space in a manner that restricts, or reasonably could restrict, a person confined to a wheelchair from exiting or entering a motor vehicle properly parked within a disabled parking space). Fines for violating the disabled parking laws cannot be suspended or waived where prohibited by T.C.A. 55-21-108
  • The institution may tow, boot, or remove to a place of storage at the owner’s expense any motor vehicle that has unpaid parking citations as long as advance notice and an opportunity to contest has been given. Windshield notices and/or other methods of notification will be used to provide the operator of the motor vehicle with advance notice of the intent to tow and the operator’s right to contest.
  • Student vehicles parked in faculty/staff/visitor parking areas, 24-hour reserved spaces, yellow curbs, disability parking (without proper permits), on all campuses will be cited.
  • Vehicles parked in faculty/staff/visitor lots designated as student parking after 5:30 p.m. but are utilized for student parking prior to 5:30 p.m. will be cited.
  • Multiple parking and traffic violations will result in a citation being issued defining each individual violation.
  • Multiple violations on one citation will result in multiple fines.
  • Excessive violations may result in vehicle being towed at the owner's expense, suspension of driving privileges and/or other disciplinary action as imposed by the Vice President for Student Affairs.

 

Fines

  • The fine for parking and registration violations is $15.
  • The fine for parking in areas designated as "Disabled" is $200.
  • The fine for a moving vehicle violation is $15.
  • Fines should be paid promptly during the current semester to avoid penalties.
  • Fines may be paid in the Business or Cashier's Office of each campus between 8 a.m. and 4 p.m., Monday-Friday.

 

Appeal Process

  • Any student, employee or visitor who has received a campus-issued citation may appeal the citation within fifteen (15) business days of the date of issuance. Citations issued by the institution and not appealed must be paid within fifteen (15) business days of the issuance date of the citation.
  • The campus police department IS NOT RESPONSIBLE for the appeals process and is not authorized to void student citations.
  • If a student wishes to appeal a citation, the appeal MUST be made within the semester the citation was received. Appeals may be made in the office of Student Affairs located in Room 301 of the R. Jack Fishman Library located on the Morristown campus and administrative offices at the satellite campuses between the hours of 8:00 a.m. and 4:00 p.m. Students appealing citations at satellite campus sites (Claiborne County, Niswonger, and Sevier County) will not be required to travel to the Morristown campus. Traffic court will be held at these campus sites via remote broadcast.

 

Visitors and Guests

  • It is the responsibility of each student to advise any visitors/guests they will have on campus of the parking rules and regulations.
  • It is the responsibility of each individual visiting the campus to abide by campus rules and regulations as well as State laws and local ordinances.
  • Visitors to our campuses should obtain a parking permit from the campus police office to avoid receiving a citation when utilizing designated visitor parking. Visitors may park in any student lot without a permit.
  • Visitors receiving a citation may return the citation to the campus police office the day it is received. The visitor will be asked to verify that they are visitor and no fine will be assessed.
  • Visitor citations will not be accepted from students.
